Make the RDS snapshot private.

  1. aws rds modify-db-snapshot-attribute --db-snapshot-identifier SNAPSHOT_ID --attribute-name restore --values-to-remove all

RDS → Snapshots → select snapshot → Actions → Share snapshot → remove 'all'.
